Update to industrial wind turbine policy

HMANA has recently updated its policy statement regarding siting and monitoring of industrial wind power turibine installations.
| Widespread as a breeder in the west but restricted to Canada in the east. This is reflected in the migration counts. Greatest numbers occur in the northern Rockies, especially Mt. Lorette, Alberta and Bridger Mountain, Montana. Still common over the southern Rockies, much less so along the Pacific coast. In the east, fairly common in the northern Appalachians (including the Kitatinny Ridge), a bit less so around the Great Lakes. Uncommon to rare along the coastal plain and in the south. Spring migration begins as early as February and continues even into May, but most from mid-March into April.
